GRAND LEDGE SOCCER CLUB BY-LAWS
The name of this organization shall be the Grand Ledge Soccer Club, henceforth abbreviated GLSC.
1. The objectives of this organization is to promote the sport of soccer and for the purpose of encouraging sportsmanship, fair play, physical fitness, knowledge and proficiency in the sport of soccer with special consideration to the young people playing soccer and coordination between Delta Township soccer, AYSO, USSF, and high school soccer programs.
2. To include fundraisers, to raise and disburse funds for the direct benefit of soccer programs.
3. To assist in acquiring material resources and coordinating volunteers for the delivery of services to maximize the benefits for all soccer players.
4. To raise the standards and develop a clear succession between the different soccer programs, building up to the high school soccer program.
5. To work toward adequate laws and enforcement of such laws for the care and protection of all soccer players.
Section 1. This organization shall be non-commercial, non-sectarian, and non-partisan. No commercial enterprise and no candidate shall be endorsed by it. The name of the organization and its officers in their capacities shall not be used in any connection with a commercial or partisan interest, or any purpose other than the regular work of the organization.
Section 2. The Grand Ledge Soccer Club shall function to create and maintain open communication between parents and the different soccer organizations (Delta Township, AYSO, USSF and high school), coaches and the high school Athletic Director.
Section 3. All money raised by the GLSC shall be used for projects approved by the GLSC board according to the stated objectives and amounts set by the board. Petty cash funds for board approved committee’s not to exceed budget.
There shall be two categories of members: General members shall consist of parents/guardians, school officials, local governmental officials, or other interested parties from the community with players in Delta Township, AYSO, USSF, and high school soccer programs. Sponsor members shall consist of individuals, businesses and/or organizations that financially support the club through advertising, donations or other means.
The officers shall consist of the President, Vice-President, Secretary and Treasurer. The officers shall be elected annually for a term of one year. The election of officers shall take place at the January club meeting and all newly elected officers shall take office immediately upon the conclusion of the meeting. [the following two sentences were added October 3, 2000] Nominations are to be submitted at the prior December meeting. Nominations from the floor are still to be allowed at the January meeting. Vacancies will be appointed by the President and voted on at the next club meeting. Only those who have consented to serve if elected shall be eligible for nomination, either by committee or from the floor.
Section 1. The President shall provide a printed agenda and preside at all meetings of the GLSC and be a member Ex-officio of all committees. The President shall call all special meetings and appoint all special committees and shall perform such other duties as may be prescribed in the by-laws or by the GLSC board.
Section 2. The Vice-President shall act as an aid to the President and any other outstanding committee chairman and shall perform duties of the President in the absence of that officer.
Section 3. The Secretary shall keep an accurate record of all meetings of the GLSC, including minutes of the GLSC general meetings or special board meetings, provide printed copies of the past meetings minutes, conduct the correspondence delegated to him/her, and be custodian of communications, papers and documents belonging to the GLSC, and tally and record all balloted votes.
Section 4. The Treasurer shall receive all moneys of the GLSC, shall keep an accurate record of receipts and expenditures, and shall pay out funds only as authorized by the GLSC. The treasurer shall present a statement of account at every meeting of the GLSC and at other times as requested by the GLSC Board. The treasurer shall see to the completion and mailing of any insurance or state of Michigan forms when required.
Section 1. The GLSC Board will hold regular monthly meeting at a time and place designated.
Section 2. Special meetings of the organization may be called by the President or by three or more members of the Board, at their discretion. Official minutes of such meetings must be recorded with the GLSC Secretary.
Section 3. Meetings of this organization shall be open to all parents and or legal guardians of children playing soccer in Delta Township, AYSO, USSF, and high school soccer programs.
Section 4. All members present at the general meetings shall have a vote in all proceedings. Passage will be by a majority of members present.
Section 5. All requests including special requests for funds outside of or exceeding existing approved items must be presented to the GLSC Board in writing for a vote prior to introduction at a general meeting.
Section 6. During a GLSC Board meeting or a general meeting any GLSC member may move that a ballot vote be taken. This motion must be made after a motion already on the floor has been discussed.
Section 1. The official Board shall consist of the officers of this organization. The officers shall serve until their successors are installed.
Section 2. The duties of the official GLSC Board shall be:
A. To transact necessary business in the intervals between general meetings and such other business as may be referred to it by the organization.
B. To approve the plans of work of committees.
C. To appoint an auditor, or a committee on auditing, to audit the treasurers account before the books are turned over to the new treasurer.
D. To approve expenditures.
Section 3. The GLSC Board shall meet as necessary prior to the general meetings to approve requests and or recommendations. Once approved by the GLSC Board all requests and or recommendations will be presented at the general meeting.
Robert’s Rules of Order Revised shall govern this organization in all cases in which they are applicable and in which they are not inconsistent with these by-laws.
Section 1. These by-laws may be amended at any regular meeting of the organization by a two-thirds (2/3) vote of the members present and voting, provided notice of the proposed amendment shall have been given at the previous meeting.
Section 2. A committee may be appointed to submit a revised set of by-laws as a substitute for these by-laws only by a majority vote at a meeting of the organization or by a two-thirds (2/3) vote of the Board.
We, the Grand Ledge Soccer Club Board, approve these Bylaws on this 12th day of April, 2000.
